The proposal is to assess the feasibility of using VHF data exchange (VDE) and ranging (r-mode) broadcasts, operating from both terrestrial infrastructure as well as satellite based platforms, to provide a global complementary system for position, navigation and timing (PNT).

Given the investments made in maritime infrastructure, together with the regulatory frameworks, technology roadmaps and the vision, this concept could be developed primarily to support maritime navigation but could deliver global services to a broader range of sectors that require robust PNT.ry system for position, navigation and timing (PNT). This would address the challenge of assuring robust and reliable PNT for all phases of voyage and would be a significant enabler to achieving autonomy within the maritime domain.
The concept naturally involves upstream and downstream industry within the space and terrestrial sectors. It requires the development of new signals, systems, processing techniques, standards/ regulations and new equipment. Given the investments made in maritime infrastructure, together with the regulatory frameworks, technology roadmaps and the vision, this concept could be developed primarily to support maritime navigation but could deliver global services to a broader range of sectors that require robust PNT.
Based on current technology and plans, it is easy to foresee a demonstrator could be delivered within a 2-3 year timeframe.
